They have exausted all of their resources?

 They're still  in communication with Cora. HFS is just being deceptive. 

For some reason they can't pick up the phone and call the the business that they sent to my address. They had every opportunity to cancel her drivers license in order to get her attention. HFS refused to do it.

The have professionals that do investigations so that they can find people.

They never give any tangible evidence that would support their statements.
