I have updated her records and notified our Locate Services Unit of the issue, which will perform a nationwide search for her current address. Inquiry:  I'd like to know how cora newbold is making payments on her obligations. It's interesting that her tax return isn't being intercepted.

I've verified that the SDU is favoring non-custodial mothers.  I want what she owes my son in the lump sum.

Only the court that issued the order has the legal authority to demand an immediate "lump sum" payment from the non-custodial parent. If you wish to pursue a single "lump sum" payment for the full balance owed to you, you must pursue that issue in the court that issued the order. We suggest you seek legal counsel for this issue. 
 
Payments received since 8/4/25 have been voluntary payments received directly from the non-custodial parent.
 
(They stopped tracking her income.)
 
Until monies are received from our collection remedies, we cannot tell you if/when those monies will be collected through our enforcement tools. Child Support Services has no way of knowing if a non-custodial parent files an income tax return or if he/she is eligible to receive a refund until the monies are sent to us by the Internal Revenue Service (IRS). This is not an issue that the Department can address.
 
The SDU is not responsible for enforcing Child Support Orders. It cannot "favor" non-custodial mothers because it was created by federal mandate to the sole purpose of being a disbursement center for all court ordered child support payments within the state of Illinois. The SDU receives the child support payments, posts them to the correct court order (docket) and mails or electronically transfers the payment to the custodial parent. 
 
Child Support Services is responsible for enforcing payments and balances for Child Support Orders. You have been provided with our enforcement actions many times in the past and also advised that those actions are taken automatically by our computer system as the non-custodial parent meets criteria for enforcement. This means that there is no "human hand" in those enforcement actions.
